Britain and America have reached a major trade agreement that will preserve zero duties on UK pharmaceutical products entering the US market.

Key Provisions of the Accord

Under the terms of the agreement, the UK has committed to raise funding on medicines through the NHS. This pledge guarantees that import taxes on these key goods will be held at zero for a timeframe of 36 months.

This development comes after recent statements to dramatically increase duties on patented pharmaceutical products, with potential rates floated up to double the cost.

"This agreement with the United Kingdom strengthens the international landscape for new treatments and establishes long-overdue equity to transatlantic medicine commerce," an announcement noted.

Trade Significance

Pharmaceuticals represent one of the Britain's biggest exports to the US, which is clearly the biggest buyer for leading UK drugmakers.

Statistics reveal that in the year to the end of the third quarter, the UK exported pharmaceutical products valued at billions to the US. This amount represented a significant portion of total UK exports in that timeframe.

"This agreement protects jobs, boosts capital expenditure and facilitates the UK to establish itself as a global hub for biotech and pharma," the Business and Trade Secretary commented.

Key British Pledges

The pact includes several key commitments from the British government:

  • Higher Cost Ceiling: The UK will raise the cost ceiling at which it judges new treatments to be unaffordable by 25%.
  • Higher Drug Budget: There is a aim to increase overall health service expenditure on treatments from 0.3 percent of Gross Domestic Product to 0.6% over the following ten-year period.
  • Payback Limit: The amount pharmaceutical firms must pay back to the NHS to control costs will be capped at 15%. Previously, repayments topped 20%.

Recent Tensions

The pact takes place against a long-running tension between the pharmaceutical industry and the UK government over medicine costs and NHS adoption.

These tensions were heightened by assertions that American consumers were paying a premium for the identical medicines than consumers in the UK and Europe.

In recent months, several large manufacturing plans in the UK have been delayed or cancelled, while major expansions have been pledged toward projects in the United States.

One official stated that the NHS needed to spend more on medicines, noting that its spending on drugs had declined as a share of its total funding over the past decade.
